A vacancy for an Early Care and Education Center Director/Teacher position exists within the Division of Student Services of the Chester County Intermediate Unit. The position is located at our Early Care and Education Center at the Educational Services Center in Downingtown. The position has responsibility for the general management of the facility and will administer the facility’s program objectives and activities. The candidate serves as a liaison between the Intermediate Unit Early Care and Education Center and the Pennsylvania Department of Public Welfare (DPW) and the South Central Regional Key.

• Bachelor of Arts or Science in Education. Early Childhood or Special Education strongly preferred

• Minimum of three to five years experience as Director of an Early Care and Education Center

• Knowledge of state and federal laws and guidelines regarding child care regulations

• Knowledge of budget process, curriculum and instructional materials and staff development

• Knowledge of proposal writing and grant administration

• Technical experience in planning and implementing early care and programs

• Valid Pennsylvania Drivers License

• Current police, child abuse & FBI Fingerprint clearances required

• Clearance as an MA provider by the Commonwealth of PA and federal government (conducted by CCIU

upon hire)

Duties & Responsibilities:

• Supervise the program services for approximately 26 students in the early care and education center

• Proper administration and oversight of revenue generated

• Interpret and ensure the implementation of local, state and federal laws and regulations, and responsible

for compliance with Department of Public Welfare child day care regulations and Intermediate Unit policies

and standards

• Maintain confidentiality of all children and families in the program

• Designate a staff member to be responsible for compliance with Department of Welfare standards in the Director’s absence

• Provide leadership, planning, implementation and direction for the Early Care and Education Center

• Assist with recruitment, interviewing and hiring of staff who are knowledgeable, experienced, and caring

personnel, and are motivated to execute their own duties and to promote all program

• Provide direct supervision, evaluation, and coaching of support staff to maximize the utilization of

personnel based on staff capabilities and IU goals and objectives

• Regularly monitor staff performance, conduct staff meetings and provide feedback that leads to positive

change in performance

• Assist with formal ratings/evaluations of staff

• Identify needs of staff and provide for staff development

• Maintain an open, positive, professional attitude towards children, parents, other staff, visitors, volunteers

and others during the operation of the Early Care and Education Center

• Establish a safe and orderly environment so that the primary focus of staff can be on teaching and learning

• Maintain physical facilities that are clean, pleasant places where staff and students can work together

• Coordinate and plan daily activities with Child Care Specialists and Assistant Specialists. Design and

submit grant proposals to support the Early Care and Education Center

• Maintain effective liaison with external agencies: Child Care Information Systems (CCIS), Child Care

Resource Developers (CCRD) of Southeastern Pennsylvania, Chester County Department of Health,

Delaware Valley Council for Early Care and Education (DVCECE), the Delaware Valley Association for the

Education of Young Children (DVAEYC), the Department of Public Welfare (DPW) and the Childhood

Education Coalition of Chester County (CECCC)

• Collaborate internally to utilize resources available through other departments and districts to deliver more

efficient and cost effective services to the Chester County community

• Market the Early Care and Education Center through the development and dissemination of reports,

presentations and public relations materials for local, state and national organizations, such as the National

Association for the Education of Young Children (NAEYC), and the Delaware Valley Association for the

Education of Young Children (DVAEYC)

Salary Range: $56,767 to $70,959; 7.5 hours a day; 260 days a year

Shift: Full-Time
